I believe that you can only message a potential buyer if they message you.

If they messaged you, respond through the message.

If you just message a buyer, it could be considered spam.

How would you even know the ebay id of a potential buyer?

     If you are talking about the listings eligible to send offers that shows up under the tasks on your seller hub page simply click on it and send offers to the potential buyers for those listings. If it is for something else others have already responded with regards to your question.

Perhaps the OP believes (mistakenly) that buyers who watch his items are potential buyers.

As stated above, eBay does offer a "make offer" option, which lets you send a reduced price offer to people watching an item. It's on your "My eBay - selling" page.

EVERYONE is a potential buyer.

So your question is .... how do i message someone?

Click on their username -or- click on their feedback score.

This is something you really should know before selling on ebay.
