I had two of the same message in my inbox this morning from eBay that they had cancelled a sale because the buyer was not a registered user. But I checked my PayPal account and it shows payment made. I was going to contact eBay but site says wait time is 45 minutes for either wait or call back. Should I ship item or cancel and refund? How is it possible for "not registered" user to do a buy it now?

Just a quick question. You mentioned you had two of these messages in your in box. Are you speaking about your eBay messages inbox or your email inbox?
eBay does not require buyers to register to buy any longer. When you see a user name this is a jumbled of letter and numbers that is a good sign this buyer is a guest buyer that did not sign into a registered account to buy. Nothing wrong with guest buyers. Lots of transaction are from guest buyers so red flags just because.
However in this case that you explained it is more than likley unauthorized use of a credit card that was detected or the user has been suspended from use at the site, or some other issue that eBay and or Paypal detected after the sale went through.

Do not ship the item as instructed. Do not refund as eBay or Paypal will already be in the process of doing this.

Messages were in ebay messages and in mail email inbox. Buyer has normal sounding user name and does show two past positive feedback from sellers. Does not appear to be fraudulent user name.

If they cancelled the sale, you do not ship. Reason I say that is that the funds in your account are likely to disappear shortly, as PayPal unwinds what is apparently a fraudulent transaction. From what you are describing, it sounds like eBay detected something Not Good and nuked both the transaction and the user. Just sit tight and take no further action with that item.

Update, still no change, payment in PP account. Just looked at my seller page and there is a red message "overdue ship by sept 7" for the item. Now what??

Try calling ebay and find out what's going on.

I got one of these emails a few months back. I waited a day or so and I refunded the buyer but ebay gave me a DEFECT for it which I had to call and have removed. I would just do like others have said and call ebay. These emails they send are so generic and general it`s hard to decipher what they want you to do. If what they tell you after calling doesn`t sound correct come back to this post for further advice. CS reps have been known to give bad advice.

@noelani: If you look at that buyer's feedback page, does it show "Not a registered user" next to their ID near the top of the page?
