I can't figure out how to make an auction like this one which is a standard auction with no BIN price but it has an offer option.

I believe eBay will add Make Offer automatically if the opening price or asking price is some percentage higher than the average price for similar items.

You might have to switch to the advanced listing tool.

The offer a buyer makes has to be for less than the starting bid price anyway. And the make offer goes away after the biding starts.
Seems strange to me why this is a good idea in the first place.

Are you sure? The ram kit in the auction I cited normally go for $100.

Well after digging a bit more it appears that is the actual reason. Goes to show you how messed up Ebay's calculation of "fair market value" is.

Actually no, I'm not sure. That is, there was some kerfuffle here not too long ago from sellers who didn't want Make Offer automatically stuck on their listings, and didn't know why it was appearing in some cases but not others, and someone from eBay jumped in to explain that it could be triggered by a higher-than-usual asking/opening price. It was also considered to be a trial (when added to an auction) that not everyone was opted-in to.
If they're giving you the option to add it yourself, then you might find it offered on the advanced listing form but not the simplified express form, as was mentioned above. I have not noticed it being offered to me when I'm going through the advanced form to set up a new auction.
