Managing payments Register Now Button is not visible

I logged to the eBay account and I noticed in payments section E bay is managing payments section the register now icon is not appear. What should I do. Only shows learn more.

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
