...I knew my friends from Saigon (Southern Vietnam) had PayPal accounts, therefore they can have Manage Payment as money processor...(Bank of America, Chase, and Citibank are doing banking in Saigon as well)
...Vietnam is more "open" than Srilanka...
...just wonder how could large amount of money could be allowed to process as Vietnamese Socialist & Communist government is very strict in financial transferring...as for PayPal, they can only transfer up to 1K in 24 hours...(the "black" market could do more with lesser fees...many "red" leaders knew well about money laundering through "black" market)
