I'm not sure I understand

You expect you're new items to be 29 days old?

I guessing you mean 29 Days REMAINING?

Of course it's going to say 29 days (and some hours) because a listing is for 30 days which means than 1 second after you list it the remaining time is 29 days, 23 hours, 59 minutes (plus seconds which eBay doesn't display).

Good-til-cancelled listings are for one month, not 30 days.

September has 30 days, so listed that were started (or renewed) in September will renew 30 days later, on the same day in October.

Listings that are started in months with other numbers of days will also renew on the same day of the next month. Listings that are started in February will renew the same day of March, 28 days later, (or 29 days if it's a leap year). Listings that are started in October will renew on the same day in November, 31 days later.

If the next month has fewer days, then some of the listings from the end of the month (e.g. October 30 and 31) will all renew on the last day of the next month (e.g. November 30).
