making an offer as in, you want to buy it and you send the seller an offer?
Or as in, you have it in the offer eligible list and can't send the offer out? If this is the case, the person might not be accepting offers (due to settings). Periodically a bunch of items appear on my offer eligible list and I can't send the offers out, and in a short time these items all disappear.
