I want to make a listing that gives people a choice of what stamp to buy. How do I do that?

You can create a variation listing.
You can have it use an option for choosing stamps, then have multiple choices for the stamp itself.
They can even add them to cart, and buy multiples, and even give discounts. But you cannot use this with any listings other than Buy it Now. You cannot have Make an Offer enabled, otherwise you won't be able to create the listing. Some categories won't allow use of a variation listing.
For some examples, you can view items I have for sale, I run a few variation listings.

It's hard to explain how.
I struggled when I was first learning.
Now I can do it in my sleep.
As far as cost, i does not cost any extra.
It costs the same as any other listing.

Is this postage stamps?
'Where people can select?'
I am assuming it's not stamps...because buyers in that category are so picky about condition and don't want something similar even if it's a new one.

It’s scrapbooking stamps. I got a reply from inhawaii who can now do this “style” of listing in his sleep but he didn’t tell me how to do it. Can you help?

Do your normal listing creation, but don't try to use an existing one, you want to create your own if you can.
If you are using mobile, I recommend using a PC or something with a web browser to create one.
Choose your category for your item, then scroll past the specifics, we don't need those yet. Between the Specifics and Condition you should see an option for Variations.
If you do not:
Scroll down to Pricing and make SURE that Make Offers is turned off.
Listing is set to Buy it Now.
Once those two are set, scroll back up and look for Variations again. If you still do not see it, you may need to verify you have the correct category, or try a different category. Unfortunately, eBay doesn't tell you which categories allow them or not.
Once you can see Variations, then you can create the Variation part of your listing.
Cost?
There is no cost, unless you are listing outside of the 250 free listings you already get as a basic, or whatever your store includes if you are paying for a storefront. A single variation listing will use ONE listing slot. But it will use whatever number of items in the listing from your allowed amount of items, along with their listed price from your total allowed price value you can list.
When I first started using Variation listings, I was using an existing variation that someone else had up, and chose sell similar, then edited it for my items, but that was a longer way of learning it. But you can use that method to at least get you an idea of what it looks like.
There are a lot of options to play with.

Like I said, there are a lot of options.
At the top, you can create the variation part of it. And this sort of thing almost needs a step by step video rather than me trying to type it all out, but here is a screen shot to try to show some of it:
This was random, and is not about stamps. But here, I will have to remove the ones I don't want and create ones I do.
^After removing them, I can create a Stamps attribute. ^
Now we can create Options (choices of stamps) ^ (tip, keep the names from being too long. 25 characters or less is ideal)
Now you can set the order they display:
Then hit continue
Here you can do a few photos or you can set photos for each variation:
Yes you can have 12 pictures per item
Then set a price
And you must set a price here, or it will give you an error.
Then you can save and finish the rest. You should also periodically save this as a draft to protect against issues if you have problems.

I use the same draft and just delete photos and add the new photos.

I have done this, but I can also use a sell similar and change the details and photos as well. For example most of my HDD listings were from one listing, then I just changed the details and pictures. But I didn't use a draft to do them. Essentially the same thing though.
If I sold a LOT of similar items and was running into item limits with the variation listings then yeah, a template would be more efficient for sure.
I think you can have up to 256 items in a single variation listing, but I can't recall if its 256 items total, or 256 item variations (not counting quantity in a variation option)

One thing of note...
With using a draft as I have learned..
We sometimes might do a change like a block of a country or something.
I decided to block a country on all new items using a draft.
However, I forgot to go into blocking update of everything.
I got an order(s) for a country I recently blocked about 6 months ago but I didn't go into update all items for sale. Lesson learned.

Unless they are brand new stamps, they should have their own listings so you can describe each one.
If they are different stamps, they should have their own listings.
