So i tried to buy 2 of an item listed at $10.49/make offer.
My first offer of $8.00 was auto-declined.
My second offer of $9.00 was also auto-declined.
If the seller already knows he's not going to take $9.00 for a $10.49 item, why even bother taking offers? Just set your price as $10.00 or what ever he has it set at to accept. Why even bother wasting our time making offers?

Ebay puts B/o on some listings.......which some sellers hate..... so they just set up auto to decline all offers rather than deal with offers.........

Some people get that warm and fuzzy feeling if they can get something for even 10 cents less. If you don't want to wait for an offer to be accepted, hit the Buy It Now. Why not make your third bid $10? I'm guessing it will be accepted. There can't be much profit on a $10.49 item that they can take $8 or $9.

Is the item on sale?
I have auto accept/decline set on all of my listings.
I also run markdowns.
Sometimes, the markdown price can get awfully close to the auto amount.
I've gotten warning messages in the past while revising listings that the BO settings were invalid because the sale price was under the auto-decline.
I have since fixed the way I calculate the BO numbers 😉 But ... the listings were allowed to stay live and on sale, even with the bad auto BO numbers ....

And then wonder why nothing ever sells.
If I get countered on an offer that is less than 10% off I move on. It happens alot. I've had situations like yours and bid $10 only to be declined. On a $10.49 item..... But if there is an offer option, why pay full price?
I know years ago a listing would show that there was a pending best offer and anyone watching would be notified.
I've had people in those cases pay full price, but otherwise, why? If the seller is advertising that they will take less, then why not offer less?

Auto decline is a million times better than waiting two days for the seller to say no.

Bin is $10 I send offer for 9.99 declined.

I suspect it's search and browse manipulation, adding Best Offer to a listing can make it show when certain buyers click "Show Only (see all)" and then "Accepts best offer" option on the results page, then if the buyer complains simply point the blamethrower at ebay and state "but ebay put B/O on there !"

Why on earth would anyone make a $9.99 offer on a $10 item? Thats like people who drive 10 miles out of their way to get gas 1 cent cheaper.

Ebay adds Best Offer to many listings independent of seller choice or knowledge. The seller may be unable to remove the Best Offer.
If the price is a good one, why not just buy? In any case, you are never guaranteed that any Best Offer will be accepted, and someone who has no problem with the listed price could come along and buy it out from under you.

Good point, but some sellers set the auto decline for one penny less when they can't remove the Best Offer.

Not necessarily. There have been frequent threads about Ebay adding Best Offer automatically when the seller did not want Best Offer on the listing. You can search this Board and find many, such as:

I had one seller decline my Best Offer, and then counter offered with the full Buy It Now price. He explained the the Best Offer price was only for people buying 10 or more. But he was only listing three available, and he didn't mention anything like that in the listing.
I consider any rejection of my reasonable Best Offer to be an insult. I don't even want a counter offer. If they reject my Best Offer I'm done with that seller. I have been making Best Offers on eBay for over ten years, and never had a problem with any of my Best Offers being rejected, until the last year or so. Now I'm at the point where I don't even want to waste time making Best Offers anymore.

It's not a waste of time for the seller, but it is for the buyer.
Why not $9.01? Declined. $9.02, declined. $9.03 declined...
Some buyers have better things to do with their time then play silly games like that.
