Can't see what you are trying to sell.......... but trying to compete with China is your choice..... and the only way you can compete/ win is to make items unique enough to attract buyers willing to pay more. I don't think Made in America alone will garner many more sales, you can already add that to the title.
That said, Ebay doesn't make it easy to offer customized items. They COULD add a line in checkout for choices...a name, color, etc and do exemptions on some of the rules/benefits that discourage made to order items. People have asked for those things for years....... it may come at some point, but I don't see any indication of it now.
