M.J. Hummel plate question

I have a M.J. Hummel plate that only is partially finished with glaze.  Is this a special edition, defect or plate exhibiting odd finish wear?  And if this product has a specific name can you share this information?  It just seems odd that only a few sections of the plate have color glaze/paint…

It is an annual Hummel Plate from 1983 and yes, yours appears to be a mis-fired plate/defective firing.
