My understanding is that you can only enter the QR code into eBay's system via the App.
In the EXTREMELY unlikely case that you have an INR claim for this sale you can provide the QR code at that time (so don't lose it!).
I do Local Pickups on a semi regular basis, I never bother with the QR code at all (don't have a phone or use the App). My pickups are generally of modest value so I'm not very concerned, in addition I just don't get the type of issues that get reported here, I've shipped lots of orders with no tracking and can count on one hand the number of issues I've had in the past 24 years on eBay.
