Liting not working

To maintain a safe trading environment, eBay places limits on the number of categories sellers can list in. Currently, you do not have required permission to sell in this category.

You are a new seller.  There are certain restrictions on new sellers.  You need to get some experience and then request permission to sell in some of the other categories you desire.  If you are a seller in good standing, it shouldn't be a problem.  

So learn how to list and the basics of selling, then list some stuff and get started.  After you have a dozen or so completed transactions, you might be able to get Ebay to relax some of the restrictions on you or it could take a bit longer.
