I see that this question has been asked before but I see no responses. Soooo....I am trying to make a listing with variations but I don't see any options to set it up. I have used it before but it was under the old listing format. I have read through all the ebay tutorials but they are no help. How do I get the variations button to appear and where should it be located on the listing page?

On the " Complete your listing" page , about 1/2 way down ( right after the "additional " section) you will see "variations" . You have to select "edit" for this section. Once you click on the little pencil like icon in the upper right hand corner of this section, you will see the variations page pop up. First you have to select an attribute ( like color) and then the options ( like blue , red, yellow, etc....) As you add all your options, you will see them pop up in a box on the right. You can then re arrange them if necessary in this box on the right -- for example if you want them to be arranged alphabetically.
The new listing tool is not intuitive at all! Good luck! DM me if you need more help

The variation setting may not automatically appear on the new listing form.
Go to the top of the new listing page and click the triple dots and then the gear settings option. If you see a variation toggle there, turn it on.
If you don't see a toggle there, the category does not support variations.
After you turn on that toggle, it should remain turned on for future listings.
So next, find a category that does support variations, to verify it has been turned on.
For instance, sell-similar from this listing, where you should be able to turn on variations and see that it is located below the Item Specifics:

Shipscript......that did it. I changed the category and the option appeared. Never gave that a thought. A million thanks !!!
