Allowing the buyer to "counter offer" an offer you send is something YOU choose to allow. Perhaps you did not select it for that listing?
When you send out offers, your ability to change/revise your listing is limited until all those offers expire.
On another note, presently when you 'accept a counter offer' the buyer is not getting notice. Apparently, it goes into their "you have an offer" folder, and if they don't happen to look, they are not going to know you accepted. Immediate payment will be required of the buyer for this, and the listing will remain live until they (or someone else) pays.

I'm not seeing a best offer feature on the Pearl Bracelet. Sometimes if someone favors the item or puts it on their watch list, eBay will suggest to make an offer. If you do, you have the option to click on the counter offer link (edit) and turn that feature off. Slide it left.
Very nice shop!
