1. Is it permissible to list the same item on multiple regional eBay sites simultaneously?
2. Are there any specific guidelines or restrictions I should be aware of when listing on different regional eBay sites?
3. Will I be able to manage and handle all the listings using a single eBay account, or will I need separate accounts for each regional site?
4. Are there any differences in the listing process, fees, or policies between eBay.com and the regional eBay sites that I should take into consideration?

Actually it's a very bad idea. Should you sell the same item at the same time, you will have some very unhappy customers and no doubt get some feedback that is less than favorable. Now if you have more than 1 of whatever you're selling, then that would be acceptable. However if you only have 1, choose your site you want to list it on and don't list it on any others. It's considered a bad business practice and being new you need to build your feedback up with good feedback. Don't start off on the wrong foot.

It is possible but the shipping policies (destinations) must be unique with no overlap, you could list the same thing on the US site and the UK site but the US listing can't offer shipping to the UK and the UK listing can't offer shipping to the US

Almost every eBay site has different rules and policies, depending on what you are listing they may be small or they may be significant

Yes you can manage them from one account, to work well you may have to use the Seller Hub in each country that you are listing on but they can be under the same Selling Account

Fees definitely vary between sites, some policies as well, one of the most important is the listing currency, if you are registered in the US and place a listing on a non-US eBay site they will be in the local currency and you will pay a hefty currency conversion rate when you receive payment payments which will all be converted to the currency of your account, that will cost you about 3%.
Listing on multiple eBay sites ESPECIALLY the same items is complex and unless you have a very good reason to do so I would not even think of going that route.
If you try doing this with multiple accounts and run into any issues that could result in a restriction the restriction or suspension will apply to ALL your accounts.
Sellers in Canada often list exclusively or partially on the US site BUT definitely NOT the same items. For most sellers listing on multiple sites is not necessary, all you need to do is offer shipping to the other countries and they will appear on the other sites (perhaps with some lower visibility....buyers may have to tick a box to include International Listings in their search results).
