Can they do this without giving any warning? Does it actually delete the entire listing so I can't even revise it?

It most definitely does seem to violate the policy. All trading card lots are essentially lottery drawings where the winners get the much more expensive and rarer cards. The only difference between my listing and other more popular ones that don't get taken down is their verbiage doesn't include any "chance" related words. What they get is really up to chance, but it's the same for every single person. I think.

Perhaps if someone were to sell a bag of M&M's and includes the verbiage "The denomination of colors in the package is random" ebay would shut that listing down as a Chance Policy violation.

Not necessarily.
Any idea how many millions of listings are on ebay? It can take days, weeks, months sometimes even years to catch people listing things they should not be.
That being said, once they DO catch you, you're on their radar, which means you're not going to get away with it anymore and should be careful if you want to continue selling here.

I understand the Chance policy in terms of a sealed package of random items inside (like cards). But what about like Skittles or M&M's? Technically is it a violation if you don't state how many of what color are inside the sealed pack? Would that also involve chance?
Honestly I think there's a big difference between a sealed pack of something from a company and an individual re-selling and re-packing things as there's a big chance for unfair manipulation/cheating and offering only garbage instead of the rare things that are advertised/possible to get.
