I listed rifle magazine loader. and next day listing was removed saying policy violation and i checked policies before listing it and i didnt find that its comes under banned list. Moreover i noticed many sellers in eBay selling similar item with similar title. how this is possible?

Because they created a listing that was not detected as a policy violation.
eBay policy enforcement has never been uniform, complete, accurate, or timely.

Your listing might have been reported to eBay whereas the other listings might not have been reported to eBay.
Things like this (some listings getting removed for policy violations while same or similar listings are not removed) happen on eBay just like in life. If you think your listing was unfairly removed you can speak with an eBay CS rep and ask them why your listing was singled out while same/similar listings have not been removed.

there are many tricks that sellers can use to get something to slide on by. I woud not suggest relisting it or you may be banned for a while
listings for gun parts and so forth are looked at with more scrutiny I think. Many sellers have come here with a similar problem.
I used to get my listings banned because of the use of the word RADIUM.now I use RADIU M

Think of it like driving 85 on a highway, along with every other driver, when the speed limit is 65.
Highway patrol can only nab one person at a time.
Of course, eBay's computers are far more powerful; they can and do find balance between (a) banning listings for policy violations and (b) making sure that eBay does not ban too many such listings, lest eBay revenue drop beyond a certain acceptable number.
Whatever you do, DON'T relist the item. eBay will know and you will suffer undesirable consequences.
