I'm considering selling brand new clothing that has some type of background to the image. Here's an example: http://gdj.graphicdesignjunction.com/wp-content/uploads/2016/02/Psd-Tshirt-Mockup-Template.jpg
The policy says: "Adding additional text, artwork, or marketing to photos" is not allowed.
Am I violating the policy if I were to have a similar background to my item like the image above?

If it doens't have any imbedded content, then you're fine.

No, but you want to be really careful that your lighting and/or background isn't going to skew the camera's color balance, and show the clothing as a different shade than it really is.
If not using a white background (I wouldn't, as it can cause the camera to underexpose the item as it attempts to average lighting levels across the frame), use a neutral, medium gray background. That will average out the exposure and not throw off the camera's color balance when photographing the item.
I'd be a little concerned about that large area of brown background in the example you pointed to. I would get closer to the item so that there's less border, and use a neutral gray (or white, if you like) background for it instead.
