Have you signed on for managed payments? You just don't create an account and start selling.  There are requirements for all new would be sellers.  You will have limits as to how many you can list and how much money you can take in.  You should also learn about the MBG that eBay offers to all buyers (money back guarantee)  Here's a link to help you get started:

Do you have your account set up to be a selling account?  Check your Site Preferences.  You can't sell unless you are completely set up as a Selling Account.

Please review the below link carefully. It contains very important information as to how Ebay needs to see the information you provide them on your account. It is likely easier to change your Ebay account to match your bank account if you find there to be a difference.
