Is it legal to list an item on a low price belongs to comletely different item?
For example: seller lists a portable speaker for $5, but this price belongs for another, completely different speaker and when I choose the color or whatever, price will change to $15.

Yes, in the multi-variations listing style, it is accepted. You are not the only buyer who finds this highly annoying.

As far as whether it is 'legal', well, some would debate that it is a 'bait and switch' technique. That is not considered legal by many.
As to whether or not it should be done, there seem to be many instances of it being done. So, that seems to be a different story, as ebay appears to allow it.

Unfortunately EBay doesn't stop this. It's making the search function useless. Using price plus shipping low to high is completely pointless now. When I run across these listings I just go buy elsewhere (different seller or different site).

It is against eBay policy for a variation listing to include items that are fundamentally different. But it is a policy violation that eBay seems to have little interest in enforcing and yet it makes it almost impossible for me to search for the best price on certain items.
When I search for an item by price and the page is loaded with misleading variation listings, I make a mental note to not bother shopping for that item here.
