Have not done an auction in a while, and I know that other viewers were prevented from seeing the bidders ID a few years back, but was not aware that a seller was no longer allowed to see who is bidding on their listing.
Whoops, maybe I'm wrong. I too haven't ran an auctions for years. I think I assumed the seller can't see the names of the buyers. I might be wrong in regards to auctions. I'm sure someone will come along that actually knows what the correct answer is. Sorry about that.

I see you are in the UK, here in the US auctions might work differently but Sellers can still see WHO is bidding on their items as well as anyone who retracts a bid. ALL Bidders or Bid Retractors on the list can be contacted. I have contacted bid retraction abusers via the link on the bid history page. I am sure you know that by clicking on the bid number the bid history will appear with all bidders listed.
For Auctions here in the US outside the last 12 hours Sellers can ADD an additional comment to the Description and if memory serves add photos. When a Seller does this Bidders can retract their bids if they feel what was added changes the item enough that they are no longer interested. It is a reason eBay allows for bid retraction.
I am not sure auctions on eBay in the UK are handled the same, maybe they removed Bidder IDs for supposed security reasons? It would be worth asking on the UK Community and here is a convenient link for you: Home - UK eBay Community

That is not an option. We only have access to buyer IDs when they actually have a transaction/purchase with us.
But I'm glad you caught your error. Fixing it before there is a purchase is very important. I would just relist the listing when you are ready.

When did this change occur?

Privacy is likely the answer. Maybe some sellers were contacting buyers when they shouldn't. IDK for sure, the change was made years ago.
