Do you not understand your selling limits? eBay automatically increases them every 30 days. They do this gradually to make sure your buyers are happy and you're following all the rules. 

Is it true you're dropshipping from China and not selling items in your possession?

You have listings with quantities OVER 10. You are a new seller. You are lucky to have over 10 items already.

You need to keep selling to get limits raised.

You should not have used up your limits with so much quantity of the same item.
