I left out part of a buyer's purchase. They opened a refund request. In the message it asked that I give partial refund or ship the rest of the purchase. Im not given the option to do that. Only partial refund or reload tracking. How do I send the rest of their order and have it acknowledged by ebay?

Let the buyer know they can close the request and you can send the missing piece (at your cost), or they can receive a partial refund.  You can't do anything officially through eBay to replace the part, but if they close the request it's fine.

The option on the drop down menu to print another label for the item should be there and then ship the missing parts.

True, but not advisable.  When you do that you risk the tracking on the original package to disappear.  There are many other ways to print a shipping label without disturbing the original transaction.

If this is the route the Op goes, make sure you email the buyer from inside the claim and let them know that you have shipped the missing items and give them the tracking number.  Keep all communication in the claim as long as it is opened.  But don't do this unless the buyer agrees to the shipment of the missing stuff.
