This was brought up by another poster asking if a seller could offer layaway. I believe most told him no, it was not possible to do so.
But I have seen it offered in the fine diamond jewelry categories, and here is one example of how a seller is choosing to handle it.
Layaway Plan
Choose which plan you wish to use from the three below:
1. I just want to delay my payment". Delayed payment (buy it now but take up to two weeks to pay)
2. One Month Plan (payments divided into 2 parts and invoices sent every two weeks.)
3. Two Month Plan (payments divided into 4 parts and invoices sent every two weeks.)
We will send you invoices directly to your paypal account. No interest is ever charged and you may pay off as early as you like.
Please note that once you've placed an item on lay-a-way, it is not refundable.

Evening,
I believe the partial payment icon comes into play when more than one payment method is used.
For instance...you can choose your PP settings to use your PP cash 1st and then default to another form of payment. There are occasions I am sure where this has happened and the secondary source of funding has been kicked back after completing the check out. This then would show the paypal cash portion applied but a balance still owing because of the kicback of the other funding source.
You can do this with Ebay Bucks as well.
I then think the partial payment icon comes into play in these circumstances.

There is no section in the rules on Ebay Layaway; however, I found ample materials spelling out the Paypal Credit is the only approved method of layaway on Ebay. I believe the partial payment icon referenced here is a hold over, just like the seller block for buyers with -1 feedback. Please, could you weigh in on this? Very grateful for your help!

It is called a credit card!
Not everyone can qualify for one.

The shipping metric should not be a factor until the item has been completely paid for and the item paid icon is shown.

That's true, Emerald, not everyone may qualify, but those people have the option of paying with their bank account.
Others may choose to use a credit card or Paypal Credit.

You are very correct here Emerald,
Some may even qualify but due to hacked accounts (like I went through) have chosen to no longer have them.

But the seller has to ship within a specified time frame to meet the Ebay shipping metric, and waiting for the item to be paid for is not going to make that timely, unless of course the seller sends out something just to satisfy the shipping metric. Something that is NOT the item the buyer bought.
There is no provision for this.
That is why Paypal Credit is the only approved layaway on Ebay. PP Credit pays the seller the whole amount, seller ships the ITEM, buyer then assumes payments to Paypal Credit.

Why does eBay have this policy?

As you see, there is no mention that Ebay allows the seller to run their own layaway.

IMO, I just don't believe ebay would object to such a term of service spelled out by a seller would/could offer, if the seller were willing to accept the risk. ebay would still get their fees and Paypal would get an extra 30 cent with every payment.

But how could that possibly work?
Someone contacts a seller to ask for layaway...then what?
Does the seller just leave that listing up...they most likely would not. So someone has to initiate a commitment to buy...ie the buyer. Well They can't simply buy and have it waiting out there for several months.
Not only that, then that means the behind the scenes private invoices that sellers sends to the buyer are not recorded on the ebay side as being paid. This just creates a real mess in order to keep the ebay and paypal metrics of selling here happy.
Maybe back in 2010...but not know.
Either some seller is getting preferential treatment behind the scenes from ebay to do this or at least ONE requirement to complete this has to be faked/misrepresented.
Maybe I am just not seeing how this can work and not be in some kinda of violation somewhere.
Not only that...I am sure ebay would have a LAYAWAY BANNER across every page to get even more buyers to commit to a sale.

Not if the seller uses Friends and Family. That does Paypal out of their fee. It's not just a matter of the seller's risk; it is the buyer's risk. The Buyer loses their Buyer Protection; Ebay is not going to allow something to derail the MBG that is prominently plastered on every page, and that every buyer is well aware of. So seller layaway had to go, just like sellers can no longer ask for the buyer to pay for insurance if they want it. The idea of buyers making multiple payments to one seller, who may or may not send the merchandise, was possibly a factor as to why Ebay no longer allows a seller to run their own layaway. The time factor alone is going to put the transaction well beyond the Ebay timeframe for a dispute.
I do feel sorry for sellers that may be offering this despite Ebay policies, as they may not be able to continue selling.

Do a search using the word... lay a way, also check the item description box, nearly 4 million items listed with a lay a way plan. check some of the sellers out, you'll find thousands of different sellers offering a lay a way plan to accommodate buyers, most have been doing IT for years. IF ebay/paypal were having a problem they would do something. Risk factor is the sellers choice and the sites seem to not have a problem with IT. I'm sure both would rather they get members to use paypal credit.
Whether it's acceptable policy or not I have no idea, IT is not clearly stated anywhere in the policy pages. Again if a seller is willing to take the risks involved, have at IT. I wouldn't advise doing that here.
