Just had a buyer purchase some Jordan shoes from me for $18. I messaged him saying I can ship when payment is received.
I then get a message back saying he cannot pay for the shoes because he only has $15 on his credit card and not $18...very odd to say least and quite hilarious.

I see, I misunderstood. It's a dangerous day and age to be laughing and making fun of people. I sure wouldn't, and don't have that kind of personality anyway.

Sometimes sellers come in here to vent and learn that buyers occasionally read these forums too!

I see. You are referring directly to this thread. I thought you were referring to teasing people in person.
I can understand both sides of that. Sellers don't like their profits chipped away little by little, it's understandable.

Well, I know that eBay isn't trying to bring the real life retail/auction environment to the PC, and it's a thing of its own.. but we can at least take the examples of the real retail world and try to apply them here.
I think people generally jump to the worst conclusion on eBay, partly because of their overbearing policies and tendency to get between buyers and sellers and pit us against each other. Yeah, it would annoy me, but I would still consider whether I'd offer the discount on a case-by-case basis.
Even if I did, I'd probably be tempted to include a written note that said, "I usually give my bidders a 20% coupon for their next purchase but in your case I just went ahead and applied it to this sale."
