I sell a few large items, usually action figures/board games. For example, I have one item that is 14lb and 22"x20"x20" large. It is listed under Board & Traditional Games as it is a board game that comes with a very large and sturdy plastic statue. I had an international buyer make an offer and I accepted, but eBay GSP/EIS won't send an invoice to the buyer and I have no way to send an invoice unless I use another shipping service like UPS or USPS.
I contacted eBay about this issue, and the customer service rep was not knowledgeable at all about the process. The solution he came up with is to change the category of the item to Action Figures, which he said is not considered a fragile item by eBay GSP and will be eligible for international shipping. I know this is wrong because I have the exact same issue with very large action figures (in the 20lb range) that I've previously tried to ship internationally with eBay GSP.
According to the eBay GSP website, my package is not too large to ship with their program. No one at eBay understands how GSP works and there are no GSP specialists I can talk to. Has anyone else had this issue and if so, how did you resolve it? Thanks for your time.

I have never used GSP but just curious why you think you need to send an invoice ?

if you sell something through eIS you are blocked from sending an invoice. is it possible since you accepted an offer your buyer simply did not pay?

The buyer is being super patient. He says he has not received any invoices. I am giving him a good deal so he is eager to pay, he also responds quickly to my messages. He fully intends to pay.
eBay gives me an option to send an invoice, but of course it only allows me to pick a shipping option that is not eBay GSP (as expected). I just need eBay GSP to send him an invoice. Which eBay refuses to do. I've had this same issue with large action figures. Eventually I gave up. I thought I would try to find a resolution with this issue. I feel like someone will have a solution.

Your item is over the maximum size for EIS shipping: 22 x 20 x 20. Your girth (H + W x 2) is 80 inches. 1 inch over the maximum allowed below. Your package girth is 20 + 20 = 40 x 2 = 80
Program Rules. You will comply with the following rules for any EIS Items that you sell through the Program:
