To maintain a safe trading environment, eBay places limits on the number of categories sellers can list in. Currently, you do not have required permission to sell in this category.

Since you are a new seller eBay will limit the categories you can sell in and how many items you can list with a limited dollar amount until you get more acquainted with selling and learn how eBay works. Selling Limits

@ra_66155 as Diva said it is because you are new. It protects you from getting in too deep with no experience as how eBay works. It also protects you from getting scammed in certain category's until you get better versed in the in/out of e Bay and tries to protect you from some nefarious "buyers" .

You really should start your own thread rather than hijacking someone else’s.
But to answer your question this is just a guess as eBay really doesn’t say, most categories that involve high ticket items as well as those with a particularly high rate of scammers like tech items and electronics high end jewelry etc.
If you're new to selling in a particular category, we might limit how much you can sell. This helps you manage your inventory more efficiently and allows you time to understand any rules that may apply in that category.
When you're comfortable fulfilling your orders, and have a good track record with customers and with following our policies, most specific category limits will automatically be removed. However, other limits may apply depending on the categories you list in.
Items should always be listed in the correct category. If you've reached your monthly selling limit for a certain category, you shouldn't list items in the wrong one, as it violates our Search manipulation policy.

If that is the case then why do we see so many new sellers posting here after being scammed out of their graphics cards and the like?

If Ebay states you cannot sell in that category for what ever reason, then the message pretty much speaks for itself. You can't list in that category. No one here can overturn that decision as we are all just sellers and buyers like yourself. Don't try to sell in that category. Easy.

What ever category your item applies to would be the correct category. If it's jewelry, list it in jewelry and watches. If it's sports cards, list it in Sports trading cards and Accessories. You should do some research before listing anything as it is very obvious you are not ready to sell just yet. You may want to sign up for the Ebay academy to help you learn to sell as well.
