Just changed to selling account but can't list items

Hello, I have changed my account to a seller account and now I have 50 listing limits but ebay doesn't allow me to list anything, telling me that I should request higher selling limits. What might be wrong?

Did you a register a debit/credit card as an automatic payment method/back-up funding source?

Yes, I registered with Paypal to automatic payment. My listing limit amount is 50.

Well actually I just realised it is different from automatic payment method, but there is no link or anything for me to change the backup payment method in the business information
