ebay policy states,
The eBay Money Back Guarantee is designed to protect both buyers and sellers. If we decide that a member is misusing returns on eBay, or the eBay Money Back Guarantee, they may be subject to a range of actions, including limits on buying and selling privileges and account suspension. Examples of misuse include:
Selecting an inaccurate reason for returns
Disregarding item conditions required for returns
Requesting an excessive number of returns
Reporting a buyer never worked for me
My question is how does ebay fairly enforce this policy if they don't know what was sent or received or sent back?
How come I've never heard anyone I know say " I lost my buying privileges on ebay, Waaa"
Also "If we decide that a member is misusing returns on eBay, or the eBay Money Back Guarantee, they may be subject to a range of actions"
May be? how about will be?

PLEASE CONTINUE TO REPORT THE BUYERS!!! You can't expect a buyer to be penalized or kicked off the site immediately after you report them... or even penalized at all. I asked CS to confirm, but I already knew as a fact... eBay will never take disciplinary action on a buyer just from 1 negative report from a seller. I can't confirm if they ever will, but reporting buyers is one of the last potential powers we still have as a seller. Don't give that up so easily.
If I'm lost in the woods and only have a can of bear repellent that may or may not work... you can darn well bet that I'm still gonna be using that repellent.
How would you feel if a buyer scammed me and my report could've put them over the threshold to being kicked off. But I didn't report them and they decided to set their sights on you? Reporting buyers is a collective effort. For every one buyer who scams someone and doesn't get reported... we all lose a little as a whole.

Are you asking as a buyer? A buyer isn’t covered by the money back guarantee if they don’t receive an item because the wrong address was given when they paid. But most sellers will refund for the item (less the shipping cost) when they receive it back in the mail.

I ended the misuse of returns by not accepting any returns, and amazing I no longer have this problem. I had a woman purchase a door draft blocker from me, then 6 weeks later complain that she wanted her money back because mice in her home ate holes thru it when she filled it and placed it by her door. She actually filed with Ebay to get her money back. I had another person literally take a seam ripper and open up the sewed seam and then say it was poor workmanship, when everything is double stitched, she got to keep the item and Ebay gave her the money back, that was the day, I changed all of my auctions to No Returns. Did you know Ebays policy is if the item is under $10.00 they just refund the buyer, normally no questions asked, that was what I was told from Ebay.

Because buyers don't come to the Boards as much as sellers do. If they do post, it may be on the Buying Board and if you don't visit that Board, you won't see it.

Here's what I mean: you had two opportunities to block the buyer before s/he bought the item at full price.
Opportunity #1:
I had a buyer message me saying he only wanted to pay X for an item I had just listed, which I did not have on best offer. He wasn't willing to commit to buying it for the price I had it as he needed to see it first. I said no, I was not accepting offers.
Opportunity #2:
He tries again. I say no.
Final outcome after missing two opportunities to block the buyer:
BAM-he buys it full price.

That is why advice has been given as - NEVER SELL ANYTHING YOU CAN'T AFFORD TO LOSE. If you can't bite that 100 dollar widget and afford to lose it, then don't sell it. Make 10 bucks your average sale, including shipping and return allowances.

Unfortunately its just 1 problem in about 1000 they have, and if you wait til nest week that number will grow.
They never FIX anything, all they do is BREAK things.
Ebay has 100's of these complaints and I've never heard them address them publicly. If I'm Ebay I'm coming out and putting a halt to this, as these stories are helping to destroy whats left of this place. That won't happen however because Ebay is directly profiting off this scam, Its repulsive.
Once upon a time, eBay had morals and a conscience. Not anymore - all scruples have evaporated into smoke.

The short answer to your question is, eBay doesn't fairly enforce this policy.
For the long answer, you can check out a thread I started a while back about a malicious buyer using multiple guest accounts who targeted us with multiple false SNAD claims and even went so far as to provide falsified return tracking numbers. I fought it and eBay did end up giving us our money back, but they refunded us out of their pockets as a "courtesy" and the scammer still got to keep the money and the product, which only encourages them to keep doing it.
I reported each and every guest account both through the "report buyer" feature online and in a phone call to Trust & Safety. Trust & Safety told me that they could see all of those guest accounts had the same shipping address and said they would flag that address and "appropriate action would be taken". That was a lie, because about a month later, that same scammer with the same address tried to place another order with us under yet another guest account.
I was also told directly by eBay staff here on the boards that situation did not constitute "buyer abuse". After that whole experience, I'm pretty convinced there are absolutely 0 consequences for bad buyers.
