here we go again...it's not managed payments, MP has nothing to do with promoted listings or listings being shown. You need to go into the promoted listings manager and end the campaign your promoted listings have been in. When ebay implemented the new PL algorithm it corrupted a large portion of the old existing campaigns. Need to end the old campaign and create a new one, then re-elect listings you wish to promote. Keep in mind the old PL elected rates will still apply for 30 days to any buyer who clicked on those PL.
You only pay PL when item sells on the Promoted Listing. Yet the new algorithm affected impressions and views both organic and promoted.
