@jacksonstyle_19 That would depend on what the tracking number reads. If it shows it has been delivered then the seller does not owe anything. IF it reads NOT delivered then yes. The seller should refund the buyer as this is covered under the E Bay Money back guarantee

First buyer must file for item not received when the estimated delivery date exceeds a day. Then ebay gives seller more time to remedy situation and provide buyer with a new date to complain to ebay. Buyer should write all these dates on a calendar, eventually ebay's money back guarantee kicks in and refund is issued to buyer. At least that's been my experience.

Yes, they do, buy only under certain circumstances.
The buyer has to file a INR (item not received) case through ebay.
You respond to the case.
Ebay will look in to it.
If it is overdue and the tracking does not show "delivered" ebay will refund the buyer for you.
Of course you could refund them on your own, but ebay does not recommend it.

Yes, seller is responsible to making sure item was actually delivered to customer. When customer opens "did not receive item" case (you must provide tracking# proving item was delivered). If you cannot prove that item was delivered (EBAY will automatically refund money to customer).
However, you are NOT responsible for porch pirates (if item got stolen AFTER it was delivered).

1. Has the buyer officially opened an eBay case or a chargeback for INR?
2. Is this a domestic or international sale?
3. Where is your buyer located?
4. What does the current tracking history show?
5. What was the expected delivery date?
