Item not delivered

I’ve just had my second case opened in less than a month from a buyer claiming an item was not recieived even though tracking shows it was delivered through USPS. 
Both items were less than $30. 
Other than describe what the package looked like in case they overlooked it, there is not much I can do. 
i don’t understand why EBay sends the case to me to resolve? 
If tracking shows delivered but no item was delivered, surely the issue is with the post office or police if it was theft.

Having the tracking that shows delivered protects you.  There are porch pirates, household members who get it and forget to mention it, delivery people who leave it at wrong address, etc. And buyers sometimes lie.  The person who delivered it should have scanned it at the location where they left it. it will be on their records. You have done your part.

If it's a last minute "before 30 day returns is up" don't take the bait, lot of buyers phish for free refunds like this.  If it's not long from the delivered time it maybe legit but it might still show up.

To give you the chance to save your seller metrics. If they do it, you get a ding. Upload tracking into the case. Good luck.

Be sure to respond to the case in a timely manner (within 3 days) with the tracking number to prove delivery. 

You must do this even if the tracking number was provided in the transaction at the time of sale. It may seem redundant to upload the tracking to the case to confirm delivery, but it is what is required by the Money Back Guarantee policy.

Reply to the case with the tracking number that shows it was delivered. It's  best you make your label on eBay though because I read somewhere that due to the number of scams where the seller sends a cheapie item to an address in your zip code and the buyer loses because it shows delivery to their city and zip code that eBay is going to require proof it was sent to their address and not just their zip code if the buyer files a not received case.  Since the PO tracking shows only their city and zip you need to use eBay labels to be protected.

bullied and blackmailed by buyers claiming no delivery.

 

"I'm sorry.  You've seemed to have confused me with a different seller.   USPS tacking shows delivery 

of your order XX/XX/2022"

"I wish you good luck to find your missing package"

 

Then load the tracking info and block the buyer.

Ebay knows full well if post office or delivery service marks as delivered, the seller is not responsible.  They really just want the seller to be the "bad guy", ie the bearer of bad news.  Further in the policies the buyer needs to ensure a secure delivery place for their packages.  Really, not just this sellers package, but any package they are expecting from wherever.

If the item was marked as delivered by the carrier, the seller won't get a service metric ding by Ebay.  Thats a nonissue in this scenario.

Probably b/c if you look at the thread I currently have open about an INR, most of these buyers are telling the truth & eBay wants to give you the option to refund, as everyone in that thread is encouraging me to do.  

In my case, it's a regular buyer & I know she isn't lying b/c she's gotten all the other pkgs I've sent her, including one the next day, which had a higher value.  In all my years of selling, I've only had 1 of these be potentially a lie.  The others have ALL been buyers telling the truth, that the item was not rec'd.  Misdelivery in every single case.   So, I get it, it's not the buyers' fault either, in many cases.

You are well protected as a seller in this case since tracking does indicate delivery; however, have you suggested to that buyer that they contact the carrier, in this case the USPS?  The USPS, and probably other carriers as well, have the ability to check the coordinates in their delivery system and confirm that the package was indeed delivered to the correct address -- or not.  And then there is always the porch pirate possibility, isn't there?
