Well(it is back) a few weeks back it cropped up when listing an item where you have a lot of the same inventory and use the bulk discount drop down boxes (there are 3 different levels) well the 3rd box defaults to 25% even though the - was entered as the value....finished up the listing and double checked it because you just never know what ebay is up to next...and sure enough the header across the top of the list states 25% off(which was not initially chosen) Had to go back and revise it back to the - choice....and it stuck...so if you are listing and using bulk % discounts go back and double check you work or you will get a rude awakening giving the buyer ebays 25% discount....which if left unchecked could end up with you getting a neg feedback because of ebay who will not remove the feedback they caused.
