Issues with promoted listings or markdown manager anyone?

Is anyone having issues with promoted listings or markdown manager? It lets me get to the very end where it would usually say 'LAUNCH' but the button has completely disappeared. For markdown manager once I select the items I want on sale, there is no option to move on to step 3...

Very odd and have never seen this before.

I just launched a sale event and markdown for a category within my store. Worked fine. 

Promoted listings were working for me at the "listing level" yesterday as I added new items.

i tried a few times today to use the markdown manager and it brings me to a server is down page.

I got the "server down" message on my first try tis morning when setting up a sale, but it went through fine on my second try.
