I have had three items since the weekend where people are making offers on my items for less then what I have setup. I have called Ebay but no ones seems to know what it going on. Just want to know if I'm the only one that is having this issue?

I've seen many others post about the same issue with offers. Seems to be trending and possibly a glitch.
I wouldn't call ebay bypassing or ignoring a seller's parameters a "glitch", I would call it a shove.

anything in the notes field invalidates the autodecline. I suspect it’s that rather than a glitch.

I wonder if the email offers thru the offer button is using the auto-accept/auto-decline.

@jesusrocks3339 Op stated that they are getting offer for less than they "setup". By that they may mean less then the parameters they have established within their listing. You can click on to accept a certain amount or higher or auto decline a less than amount (something like that).
Many use the term 'setup', meaning their 'reserve' price or the 'buy it now' price. Half a post gets half an answer....words matter

Sometimes they do offer more. It is a red flag--one of the techniques used by scammers.

While most certainly if this is a glitch, it is a concern that needs to be addressed. But fortunately, while annoying, a seller will not be out any money, just a little time rejecting the offer. The seller doesn't have to accept the offer.

What type of listings are we talking about? Auction or Fixed Price?
Are the offers being made through the Best Offer option or are they being made through messages?
If through the BO option, you can accept the offer, decline the offer, make a counter offer or ignore the offer. If made through messages, I usually advise them that I'm not accepting offers and my price listed is firm.
If this is a auction, I would advise you not to accept any offer and advise them that the item is being offered at auction. You can accept an offer, but only before a bid is placed. Once a bid is placed any offer not already accepted becomes void and the offer option disappears. This protects you from legal complications as the seller where the auction laws are strictly enforced as in some states. If someone has made an offer, but it hasn't been accepted by you before someone places a bid, the offer does not convert to a bid so the person will need to place a bid if the want a chance to purchase the item.
Ordinarily, people will make offers for less than your asking price in a fixed price situation. They are, in effect, asking you to do them the favor of letting them buy the item for less than your asking price. I've already given you your options as to a reply. If you feel like haggling go ahead and make a counter offer.
One thing that making an offer does is give the seller the opportunity to check the buyer's feedback left and retraction records. These can be very enlightening.
