I have had three items since the weekend where people are making offers on my items for less then what I have setup. I have called Ebay but no ones seems to know what it going on. Just want to know if I'm the only one that is having this issue?

If a buyer makes an offer, they would offer less then you have it listed for.
If you don't want to take their offer, decline it or just let it time out.

Are you talking about items with the Best Offers option? If so, a buyer can offer whatever she/he feels like, and you can refuse it, or set the listing to automatically refuse offers under (or accept offers over) a certain amount.
I did have buyers making offers to me on my Buy It Now listings, BUT I had not added that I would accept offers when listing it. These offers come like a regular eBay email, with the subject "Buyer has made an offer" or whatever, so somehow the buyer is using eBay format to send me this message.
Fortunately, the three I have received were all reasonable offers, which I accepted.

Add one more thing - you can "counter offer". If the offer is "reasonable", what ever that means probably 70 to 80% of the listed price depending on how long I have had it, I will counteroffer. The shopper has indicated they are interested in the item - that is a good thing - don't shut the door.
Sometimes when I want to have a little fun and the shoppers offer is ridiculously low, I just raise the price on the listing a bit. If they say "wassup" I say you should have bought it the lower price.

All of your listings have a Buy It Now price with 'Best Offer'. Human Nature, every buyer on the planet is going to offer you 'less' than what your BIN price is. Did you expect them to offer more? ...because that will never happen, not on the genre of products you sell.
Not sure what calling ebay was supposed to accomplish, so it's not surprising that they did not know how to help you.

As far as I am able to determine many of your listings have Best Offer Options and some do not. You invited the best offers.
Here is what happens when you add BO tto your fixed price listings. Read this eBay link
Maybe shoppers see yoru listings with a BO & assume you are open to BOs on the other ones. The worse that they can expect is you say no or maybe you might 'haggle" - either way at least you know some one is interested in your stuff - no harm no foul but maybe you can pick up a discount sale =that is better than no sale at all.

Did they put any notes in the offer? Very often that is one way to get around the auto decline/accept threshold. As eBay won't do anything automatic if the buyer wrote something in the note.

I would not recommend blocking a customer that has just expressed serious interest in my item. This potential buyer has committed no error. It is customary for shoppers to offer less than the asking price when responding to Best Offer. Since the seller has invited buyers to negotiate the price, why do you feel the buyer should be blocked?

I've seen many others post about the same issue with offers. Seems to be trending and possibly a glitch.

I think sellers get defensive when someone offers less and to get back at the buyer that does that, they block.
I think that’s silly because that buyer is interested and they could come back to buy it at full price or darn close. Had it happen multiple times.
