I sell sports cards in a mid-level volume store. In the last month, buyers who bought items in previous transactions items have been prohibited from buying more. In my buyer requirements activity log, it says these customers are blocked under "Buyers who are winning or have recently bought too many of my items".
There's nothing in my restrictions/requirements that would cause this (currently no buyer restrictions at all). Seller support told me to "remove them from the block list" and "put them on the exemption list". These customers were never blocked to begin with, and were already placed on my exemption list when I first encountered the issue. Support then told me to "take them off the exemption list"? Seems completely contradictory, and I doubt it will fix the problem.
Has anybody had this problem, or found a solution? The first representative I spoke with told me it was "very strange" and that they had "never seen this before". Incredibly frustrating, as I've lost several large sales and possibly repeat customers. Have yet to figure out a solution.

There is a setting in your Buyer Requirements to block purchases of more than a certain number of items for certain buyers -- check that those settings are correct; make any necessary changes and apply them to your active listings.

Apologies if you've already double checked this on your Buyer Management page:
P.S. If the buyers had not been on your Blocked Buyer List, why did you have their member ids entered on your exemption list?

It does sound like the eBay gremlins have activated that option in your buyer requirements in your Site Preferences. If it truly isn't turned on, then this is some sort of glitch. A workaround would be to turn it on but set the limit (on the number of items which can be purchased within 10 days) to a really high quantity.

Very appreciative of the insight, however I did indeed already tweak those settings. The "currently winning or have bought" requirement is/was not active. These are the only settings I had in place, and have since been removed to no avail (not that they would pertain to this issue anyway, but just to be sure I had them lifted).
It's been 3 different instances in January, each with different customers.

This is a good idea, the setting was not active but presumably this could be a workaround. No guarantee it will work, but the most reasonable solution I've found yet.

It looks like we are all on the same page!
Hopefully some combination of turning limits on, submitting, turning them off, and submitting again will actually be able to help the situation.

I see you're in Managed Payments. You might consider asking the moderators to move this question to the Payments board, where the members who are interested in the details of Managed Payments hang out. Just ask the moderators to move the thread to the Payments board.

Apologies on the attachment, first time posting on the board with an issue. No way of knowing the actual solution until someone is (hopefully) a repeat customer. For now the best I can do is work with the settings and cross my fingers, appreciate the help!
