Issue with accepting offers and not getting paid even with "Immediate Payment Required" set.

In the last two weeks I have accepted over $400 of offers that have not gotten paid despite me having the "Immediate Payment Required" setting on those items.

 

This leads me to believe the issue is within Ebay internally since the setting I have to avoid this issue is not working as it should. 

 

More fees and more problems seems to be a trend.

The IPR setting is for Fixed Price or BuyItNow purchases; it does not apply to accepted offers.

 

To enforce payment on accepted offers, go to your Buyer Requirements page and check the box shown here:

That should trigger payment when you accept their offer. It will require the buyer to provide his payment credentials in advance (to eBay, that is, not to you) when sending you his offer, and the transaction will go through as soon as you accept it.

 

This does not apply to any counteroffer you might send in reply. In that situation, he will see a notice from eBay to say that the item will not be his until he pays for it.

OP, I have noticed this recently as well.  Something isn't working right.    I do have that box checked in my buyer rules, and have had that happen where immediate payment didn't happen (and it wasn't a counter offer.)

Okay, that's different. In the situation that the OP is describing, that checkbox should apply to ensure that payment happens as soon as the seller accepts the offer. If @originalgentlemen comes back here to confirm that he had that checkbox active all along, then I don't know what to say; that would indeed suggest a bug (or else I am misunderstanding its function).

 

P.S. Forgot to add: when this option was first created, all sellers had it pre-checked so it went into effect immediately (unless they went in to their settings page and un-checked it), but not all buyers were put into the pre-payment info process right away, so in other words, a particular buyer might not (yet) be required to provide his payment info even if the seller had that option set.

 

However, my understanding is that all buyers are now subject to that requirement when making an offer, so if the OP has that checkbox marked, I don't know why it did not take effect.

I can confirm that the OP retains the setting that would result in a buyer having to put up a payment source in order to make an offer.   If any buyers DO make offers that the OP accepts, it should result in auto-billing for the buyer  (eBay has said ALL buyer IDs are enrolled, and would be auto-billed if the seller retains the Buyer Rules.  

It does not work if the seller accepts a counter offer from the buyer.   These accepted by the seller counter offers are returned to the buyer as an "offer" with immediate payment required, and remain active until paid for.  That is an eBay thing and not influenced by the Buyer Rules. 

There has been some discussion of late that eBay may not be auto-billing buyers who normally would be under the procedures as we know them.  Instead they are faced with an offer that has the "immediate payment required" scenario,  where the listing remains active until paid for when previously they would be auto billed.   If that is the case, this procedure tends to debunk the proclamation this whole dog and pony show is really NOT to cut down on non-paying buyers since buyers in these circumstances don't have to pay at all, and suffer no consequences for same.

Many sellers are reporting the auto-billing for accepted offers is not taking place at all.   Another reported that it was, but there was a delay ranging from ten minutes to 16 hours.  I think we really need some more information, and to help others to determine if a counter offer is involved at all to determine if eBay has changed the procedure or testing yet another.

People who make offers and do not pay are in my top ten list of things I'll despise until my grave so my settings are undoubtedly all procured to avoid "buyers" without a payment method and to avoid accounts with non-payment strikes. I am not new to selling and posting here is my last resort to answer Ebay issues, never the first.

I am quite certain from my experience and these replies that the issue is internal. Not to my surprise. 

And being told the settings are essentially null & void with counter offers makes zero logical sense. That is an internal issue that should have been initially implemented into the design code of what ever they've done to the offer/payment system; not running into this issue now after the fact of it being live and clearly interfering with sales. 

The site worked better five years ago.

There IS a glitch with EBay, the same thing keeps happening to me. Yesterday as a buyer who made an offer on some jeans, the offer notice said that my credit card would be charged if the seller accepted so I assumed they charged my credit card as they said they would do; they didn’t. I noticed last evening the jeans were still showing up in my cart as unpaid! So I paid again. And after it said I paid, the jeans still showed up as unpaid! I think buyers making offers are not being charged with their payment method when the seller accepts and aren’t bring notified the offer was even accepted. I have called eBay 4 times now over this and they don’t grasp it. All they say is the item still shows up for sale! They also are no longer putting those items with accepted offers under awaiting payment! What a mess!
