The visible pitting is typical of bone.
Search for cow bone box, ox bone box, or camel bone box, and you will see similar items for sale and sold on eBay.

That's bone or horn. Definately NOT ivory.

I would guess no. It looks pretty new and ivory is hard to come by. Even if it is bone you still have to list what animal it came from unless something has changed. It can be a real hassle to try to figure out what something is made of and get it listed where it doesn't get pulled for violating the policy.

Heat up a paper clip and touch it with the hot point plastic will melt bone will smoke and smell like burning flesh... I'd say 1950s plastizol from Japan..
