Is this a scam?

I sold a $700 item on eBay with buy it now @ 2:09pm, payment received by PayPal 2:10pm, 2:11pm a request to cancel transaction from the buyer, they just joined eBay 0 feedback and no communication from buyer why they want to cancel. I 've sent messages, no response, no phone number listed to call. If I agree to cancel and refund, has the person already got refund from eBay? and then the $700 is taken from my PayPal account 2x? if I ship and person has got refund, I lose my item and $700. Just seems very suspicious.

If you agree to cancel, then a refund will be processed at that time.

Yep, cancel and relist.  The reason the buyer gives (or no reason) doesn't matter. You never want to ship an item to someone who indicates they don't want it.
