I recently had a high risk buyer with 18% of the feed back left being negative .

The buyer left positive feedback but it's to big of a risk to sell to the people that look for and create issues for the sole sake of partial refunds

The ability to block buyers that have left numerous negative feedbacks needs to be available.  I had one such buyer that said a NWT item smelled and left a negative... I blocked her and added her to my watched sellers and she regularly leaves negative feedback, a few of those stating the item smelled.  As a seller I would like to avoid such buyers by blocking.

Are you saying the buyer paid and left positive feedback before receiving the item?

You can block buyers and set other buyer requirements.
