So then the process would go as follows, 1) receive returned item, 2) issue full refund via pay pal, 3) send "cancel transaction" request in resolution center, 4) buyer agrees and then I would receive FVF credit? Is that correct or is there something I am missing?
That's correct. You may want to let the buyer know they will be getting an eBay message asking them to agree to the cancellation and encourage them to press the "agree" button so you can close out this transaction for your records. If they don't press the button on the message they get that they "agree", then you don't get the FVFs back.
