Is there are new way that Ebay is evaluating FVF?

Mentioned this in a past post - gave a refund for one item in a combined invoice and can't get the FVF back.  In the past, a seller could refund and get the fees back.  Now, they are treated like partial refund fees (and when did that ever become a thing - where Ebay could refuse to refund you after a refund?  I know it's been years but I don't even recall when).   On the other end, I returned an item to a seller and they were unable to get a refund to me through even a case.  I bought two items from them and returned one.  They had to escalate and contact Ebay to get me the refund.  They kept getting errors.  

Is Ebay now setting up their system as a theft-machine?   I didn't even mention the "30 day" cancellation window.  Got a return back from an international buyer and told them to file a case because if I refund them and try to cancel manually, I can't get my fees back.  It's "too late".

I cut and pasted the below question and answer.  Apparently, you have to follow a certain procedure and your buyer has to agree, to get final value fees bac

 

So then the process would go as follows, 1) receive returned item, 2) issue full refund via pay pal, 3) send "cancel transaction" request in resolution center, 4) buyer agrees and then I would receive FVF credit? Is that correct or is there something I am missing?


 

 

That's correct.  You may want to let the buyer know they will be getting an eBay message asking them to agree to the cancellation and encourage them to press the "agree" button so you can close out this transaction for your records.  If they don't press the button on the message they get that they "agree", then you don't get the FVFs back.
