Is there a way to set up free shipping to repeat buyers automatically or do I have to keep sending them shipping refunds on each purchase?

Not automatically on the basis of their repeat buying, no. Offering Free Shipping on the basis of the product itself might bring in more sales in general, though (depending on what you're selling; I limit my FS items to only those weighing less than a pound to ship).

On the other hand, your sending them a shipping refund as a reward for their repeat buying from you will be pretty memorable to the buyer and make a really good impression, so the bit of extra effort to continue doing it that way can pay off for you over time as well.

You can create a coupon for Free Shipping if you have a store subscription.  You could then keep it a private coupon and send it to your repeat customers directly with their order or via messages!

Agree, that was the first thought that came to mind and the seller already has a store subscription.
