Is there a way to create a discount code for my store?

I am trying to create a promotion for previous buyers.  I want to be able to send them a coupon code for discount.  I saw the option in previous threads to do codeless coupon, but that sale opens the discount for everyone instead of getting a link.

Does anyone know how to do that?  Thank you!
