Last month I set most of my listings to zero because I couldn't ship from where I was and had run out of vacation time. It worked but now I can only set them back to active 4 listings at a time it looks like. Is this a feature or a bug? Is there a way to bulk relist all quantities or do I have to do it by hand?

Not sure about the bulk editor, but you can add quantity directly from your active listings without individually revising each item.
https://www.ebay.com/sh/lst/active find the item you want to add quantity to. Hover over available quantity and you'll see a little pencil. Click that, add your new quantity and save.

This is precisely the issue; there needs to be a way to bulk update the quantities using a sorting tool. The way it is now, you have to do it one item at a time which is very inefficient.

Available Quantity is one of the fields you can change with bulk edit.

Manage active listings
Edit
Select those to be changed
Edit Selected (bulk edit window comes up)
Select the ones to be changed
AVAILABLE QUANTITY is there under bulk edit.
Then the options are: Increase by -
Decrease by -
Change to -
