I haven't ever seen an option that allows you to subtract anything more than the amount being charged for shipping. Post 2 & 3 are correct.

Presuming the buyer has not paid yet......
You can send an invoice but you can only adjust the shipping charged down to zero.
If you are already offering "free shipping" or want to discount more than the shipping amount then you need to do a partial refund AFTER payment (if the buyer is agreeable and trust you to follow through).
If the buyer has not bought the items yet you could create a custom listing for all the items at the agreed upon price.

Hello. @slippinjimmy is giving the best advise on this. The only other option that I can think of is for you to send to the buyer a special coupon for future purchases. (I wish EB gave sellers the option of giving a special invoice discount too!)

When you send an invoice you have the option of either adding or subtracting an additional amount. It's really that simple.
If they have paid, then just refund them that discount.

What?? Not only can you amend the shipping, but you can also add or subtract a dollar amount on the invoice, given that the buyer hasn't paid yet.

Have you never noticed the option to add or subtract a dollar amount on the invoice? If you have the ability to send an invoice to a buyer, you have that option. More often than not though, buyers are paying for the items (through the checkout platform) before you can send them an invoice.
In most of my cases though, my buyers and I are using the "Make an Offer" option or "Send an Offer" through messaging to give that discount.

I looked at the invoice options and only saw the shipping discount option. Where is the option to add or subtract dollar amount on the invoice? They hadn't paid yet when i tried to offer the discount and didn't see it on the invoice.

Just tried it and the others are correct, when sending invoice it only allows you to discount up to the shipping amount. Which is idiotic.

What I’ve always done when I wanted to give money back or a refund of sorts to an eBay buyer is inform them I’m sending them a refund by my business check sent in the US mail to their address that eBay provided.
And then obviously send it right out.
The check arrives before the package.

I have done a special coupon on 2 different occasions.
I make it for a percentage discount, usually give them two days before the coupon expires.
I message the coupon code directly to the buyer.
Both times the buyer loved it. Especially since one was an order with 27 items - apparently he'd already gone done the road of "tell me the items, I cancel the items and create a new listing", he was prepared to do that and found my solution so much easier.

I would like to understand the reasoning for this. I am guessing it is the same answer why we can't directly send an invoice to a buyer (for a sale without a listing). Perhaps the income to be earned is not worth the amount that would be spent programming and administering.

When you do that out of your bank account, and not through ebay, you also pay the ebay and sales tax portion that would be included if you refunded from ebay, right? plus the 66 cents in postage.
Is there an accounting reason for this?

I had a seller send me old unused postage stamps as a refund once. Good luck finding any use for 10cent postage stamps.
