So I ship off a international order about 2 months ago and I check the tracking and the item is in customs clearence and have been like this for over a month now and I have try to contacted the buyer multiple time but he or she still haven't responded back to me yet. What if he doesn't responded back to me if so do I give the buyer a refund.

If it was shipped 2 months ago and has been "stuck in Customs" for so long, then chances are that it was either actually received, and the receiving postal service just never bothered to scan it, or it is being sent back to you unclaimed for whatever reason.
In either case, your best bet is to not worry about it for now, until and unless you hear from the buyer.

If the buyer does not say not received --
do not ask the buyer whether or not if it's not received.

@davwardrobeThe answer to your question is 180 days with paypal.
Buyers are advised to NEVER agree to a seller, particularly in China, offering to replace a "lost" item rather than issuing a refund, whether the case is not received or not as described. Always get a refund.
