I just listed something as

i ususalky do every first of the month, under my free listings, and it showed a charge at the end of $0.35 ... is the promotion not working? Is this a glitch. When i go to the promo it shows 0 out of 50 used.

This has happened in the past when I relisted multiple items at one time. I backout when I see the charge and relisted them one at a time w/o a fee.

When go to create your listing is an upgrade checked? That sometimes happens.

Sounds like you got sucked into one of their special promos before, and now if it gets automatically relisted there will be a montly charge because that promo is no longer in effect. Ebay and their little tricks.

The other day when I tried to revise a listing they added the .35 charge at the bottom. Cancelled the revision after checking all the usual suspects mentioned above. Clicked on the fee and it said insertion. Tried it twice, happened both times. Don't know if this is a glitch or what.

Try listing something else and if it's charging you without using up your monthly allotment you probably have to make the dreaded phone call. You have my sympathy.
